Papa's Scooperia is a food-service, time-management and restaurant-simulation game in the popular Papa's series. A tourist in Oniontown can't find a place to stay the night. Eventually, they come across a room for rent, but they discover by morning that a Papa Louie antagonist, Guy Mortadello, tricked them and stole their money, luggage and shopping bags. The building where they slept is about to become the latest location of a cookies and ice cream Papa's Scooperia. Papa Louie offers the player, via this avatar, a job to earn enough money to leave the city while the police investigate the crime.
They must work as the manager and also the main cashier, cook and server at the lobby and Order, Dough, Bake and Build stations. After taking an order, they must prepare the cookie or cookies, ice cream and toppings. They might need to add one or more scoops of different flavors of ice cream to the order. They might use drizzles, whipped cream or shakers. Common toppings include peanuts, chocolate pieces, rainbow sprinkles, mint chocolate candies, cherries and caramels. During the holidays, they offer holiday treats.
Papa's Scooperia features a unique mini-game called Fashion Flamb�. The player earns prizes if they can remember pieces of clothing given to the avatar. At the end of each day, they also receive access to new customers, servers, cookie and ice cream flavors and toppings.
The player can use their tips to decorate the restaurant. If they outfit their avatar in holiday clothing, they can earn extra tips.
