The player merely needs to use logic and different strategies to slide the tiles in ways that guarantee merges without them running out of moves. For example, they might slide two 4 tiles into a stacked position and then slide the tiles up or down to form an 8 tile.
If the tiles ever fill all four slots in any direction, always consider other merge directions. For example, if the tiles can no longer merge left or right, then the game still allows up and down options.
